Saville Township is a second-class township in a mountainous part of Perry County, Pennsylvania, United States. As of the 2020 census, the township had a total population of 2,598, with road mileage of 42.29 miles

Discover the Heart of Saville Township

It was founded in 1817, dividing from Tyrone Township while the area was still part of Cumberland County. It is served by two major roads, PA 74, locally called Veterans Way, and PA 17, called the Tuscarora Path. The county office is at 3954 Veterans Way, in Elliottsburg, in the far southern part of the township.  The area is overwhelmingly agricultural, with small population centers in Ickesburg and the hamlet of Saville. It is blessed with a community of Amish, who moved here over the years from Lancaster Co, bringing with them various trades in construction.

Public Meetings

Monthly Public Meetings are held at the Township Building at 3954 Veterans Way, Elliottsburg, PA  17024.  The Board of Supervisors meet the first Monday of each month, unless it is a holiday.  Then the meeting is the next night.

Permits

Sewage Permit

Sewage permits are required before a building permit will be issued for new homes. Sewage Permits may be required for both new construction projects and remodeling projects, especially those that include addition of new bedrooms or bathrooms. Sewage Permits are required for all repairs and replacements. No permit is required for cleaning or pumping your tank. However, we request you provide the Township with a copy of the receipt in compliance with the Township’s 537 Plan and DEP regulations. Thank you!

Building Permits

As a general rule, building permits are required for any construction which changes the outside dimensions of an existing structure or adds a new structure including, but not limited to:

      • Pools, both in and above ground with a depth over 24″ or 2 feet ( not temporary or seasonal pools)
      • New homes
      • Decks
      • Spas and hot tubs
      • Additions, sun rooms
      • Porch & Porch enclosures
      • Garages
      • Sheds
      • Pole Buildings

To complete an application and to receive a BIU packet, please contact the Saville Township Secretary by calling 717-438-3536 to make an appointment. This application has a fee based on the amount of the project. $5 for the first thousand and $1 for each thousand after that. Payment must be a check – NO CASH OR CREDIT CARDS will be accepted. Checks should be made payable to Saville Township. Payment must be received at the time of completing the application.

EXCEPTION: Agriculture or non-inspectable projects do not get a folder to take to BIU. A simple application needs completed, the permit fee applies and Saville Township will issue a placard permit with a number that owner should display on the premises.

RECREATIONAL CABIN. The UCC codes gives guidance regarding recreational cabins. If certain criteria is met, then the owner must complete UCC Recreational Cabin Affidavit Form UCC-13 Rec 03-16, pay the permit fee and Saville Township will issue a placard permit with a number that owner should display on the premises.

Building Permits are good for 5 years.

No permits are needed to replace roof shingles or to replace siding, storm doors, and windows. These are considered routine maintenance and upkeep of the dwelling or structure.

The new Uniform Construction Code (UCC) regulations are now in effect throughout all of Pennsylvania, which includes Saville Township. All projects greater than 1000 square feet require a permit and inspections from Building Inspection Underwriters (BIU) of New Bloomfield per the Statewide Building Codes. BIU is the Township’s third party inspection agency certified to conduct inspections to ensure compliance with the State UCC.

The UCC requires inspections at key stages of the construction process to ensure compliance with the State UCC. All additions, changes in load bearing walls, and structures over 1,000 square feet, in ground and above ground pools – all require permits from BIU.
